This is a recurring theme throughout the patch notes, with Bungie dialing things back for the PvP experience without nerfing them in PvE. PvE enemies will still be frozen as in the past, and destroyed crystals will now deal more damage to PvE enemies but less to those in PvP. Stasis has also been adjusted on multiple fronts, including removing the freezing effect of Stasis crystals in PvP-players will instead be slowed. Damage output and other aspects of grenade and melee and abilities have also been tweaked in various ways, such as Titans no longer one-hit killing players in PvP with their shoulder charges. That means some grenades will recharge faster than others, for instance. In a similar fashion, the recharge time on abilities have all been re-tuned, with Bungie leveraging the ability to change these per ability.
